Background Context
Why Singapore Became a Global AV Testing Ground
Singapore's compact geography, well-maintained roads, and government-led Smart Nation strategy created a natural fit for autonomous vehicle testing. The one-north district has served as the designated AV test bed since 2015, with subsequent expansions covering the National University of Singapore campus, Singapore Science Park, Dover, and Buona Vista.
The Road Traffic Act was amended to empower LTA to set and adapt rules for autonomous vehicles. Combined with CETRAN's standardised testing protocols, Technical Reference TR 68 (published 2019, updated 2021), and mandatory insurance and data-recording requirements, Singapore established one of the most structured regulatory environments for AV deployment in Southeast Asia.
